UPDATE: What the NEA Says Vs. Documented Facts

On August 25th, I published an article discussing a conference call hosted by the National Endowment for the Arts (NEA), the White House Office of Public Engagement, and United We Serve that invited a group of art community luminaries “to help lay a new foundation for growth, focusing on core areas of the recovery agenda – health care, energy and environment, safety and security, education, community renewal.”
In the article I argued that it was not the role of the National Endowment for the Arts to use the arts to address specific issues, especially those of “health care” and “energy and environment” that are being vehemently debated nationally. I also clearly indicated that I was invited by the NEA and questioned their involvement in a meeting of this nature.
Two days later an article was published in the Washington Times that referenced my account of the conference call. Kerry Picket reported in the article that she “asked the NEA for a copy of the invitation to the conference call, but Communications Director for the NEA Yosi Sergant told us that they were not the ones who sent out the invitations for the conference call.” Picket continues, “Mr. Sergant directed us to the Corporation for National and Community Service as the body that sent out the invitations.”
Well, someone is playing loose with the facts. And let me say clearly here and now, it is not I. As can be clearly seen here, the invitation not only came from the National Endowment for the Arts, but from Sergant himself [click image to enlarge]:
Which leads me to my opening question: What does it mean when a government official evades the truth? Well, it typically means that the official, or the organization that they represent, has done something that may be considered questionable.
But the contradictions don’t stop there. On August 28th, Joshua Miller reported for Foxnews.com that Siobhan Dugan, a spokeswoman for the Corporation for National and Community Service, the very agency that Sergant claimed was responsible for the invitations, stated that the conference call “was organized by an ‘individual interested’ in the group and was unable to provide a list of those invited to participate on the call.”
So which is true? Did the National Endowment for the Arts initiate the meeting, was it the Corporation for National and Community Service, or was it the interested individual?
There is some confusion here. And it should be noted that I’m the only one that has provided proof with an invitation directly from the National Endowment for the Arts. Everything else is the Government’s word against mine, but the contradictions damage the Government’s credibility. Let me also enter here a “Reminder” email [see below, click to enlarge], again from the National Endowment for the Arts, which makes it abundantly clear who was calling the meeting at the onset of the email by stating “join the White House and National Endowment for the Arts for a conference call…”
Contradictions are revealing. In my opinion, the NEA is distancing the agency from initiating the conference call. And the only answer that I can extrapolate is that they understand the potential landmines associated with initiating a meeting of this nature.
Regardless of these obvious contradictions, it really doesn’t matter who originated the meeting. Yes, it appears that the government is distancing the NEA from being the meeting initiator. And yes, the NEA’s initiation of a meeting that encouraged the independent art community to address specific issues under current national debate may be a violation of its charter. But the mere fact that the National Endowment for the Arts participated in a conference call of this nature taints the agency and creative process moving forward. It is called the National Endowment for the Arts, not to use the Arts, a subtle but profound difference that the NEA appears to only now realize.
My fear has always been that by providing issues as a cynosure for inspiration to a handpicked arts group – a group that played a key role in the President’s election as mentioned throughout the conference call – the National Endowment for the Arts was steering the art community toward creating art on the very issues that are currently under contentious national debate; those being health care reform and cap-and-trade legislation. By organizing a community of this nature, the NEA has attempted to create a propaganda machine to push the administration’s political agenda, ultimately politicizing the agency.
And at this early stage it appears my fears were valid. Case in point is an announcement that I received from Rock the Vote on August 21st, a week and a half after the initial conference call. The contents of the announcement highlighted a “health care design contest” judged by N.E.R.D, Andrew W.K., and DJ Skee & Chester French. You may recall from my previous article that a representative from Rock the Vote was on the phone call. In the Foxnews.com article mentioned above, Thomas Bates, vice president of civic engagement for Rock the Vote, claimed that he didn’t agree with me that there was a political undercurrent to the meeting. Well, he may not have felt the undercurrent because he was part of the NEA pitch team creating it. A river doesn’t feel its own current.
Looking at Rock the Vote’s health care position, as published on their website, and the showcased design submissions [see the scroll in the upper right] you can see that my fears have become a reality. The artwork [examples below] came from their contest. Their announcement of the design contest states, “We can’t stand by and listen to lies and deceit coming from those who are against reforming a broken system…We need designs that tell the country YES WE CARE! Young people demand health care now.” On their home page they state, “Enough is Enough – Demand Health Care.” Their blog argues for a “public option.” Is there any question that the artwork and their campaign is not aligned with the administration’s policies? Is it just a coincidence that Rock the Vote participated in the conference call and their health care reform campaign came out around the same time? I think not.
In another example of the NEA stacking the deck, a conference call participant created the below [click to enlarge] black and white “Heal The Sick” poster (prior to the meeting) that argues for universal health care. He also had the image below on the homepage of his website (it’s been curiously replaced over the weekend). And a blog entry dated April 7, 2009 is entitled “give me socialism or give me death” that argues for universal health care. I don’t think there is any ambiguity as to what position he would take if prompted to create health care related art by the NEA.
No political undercurrent? Inviting a handpicked group from the art community that supported the President’s campaign and having them speak to issues will inevitably create an undercurrent.
In my opinion, this is a clear instance of the administration’s politicizing of the National Endowment for the Arts. A community organizing effort to use the apparatus of the government to push a political agenda has no place in the NEA. Art is powerful and therefore must be free of this apparatus or it can be used to manufacture consent.
Facts are bipartisan. Regardless of your political affiliation, it cannot be denied that the NEA asked a handpicked art community to create art that addressed issues being contentiously debated nationally. That is not the proper use of this federal agency. The National Endowment for the Arts should have never played a role in sculpting this effort. But instead their hands are caked with clay.
So now what?
It is clear that the NEA needs to answer some questions. They have not denied any of my notes transcribed from the meeting, but they appear to be deflecting inquiries at the present. So, I’d like you, the reader, to take two minutes out of your day and either call or email the National Endowment for the Arts (Chairman’s & PR Link) and ask them to issue a statement answering the following questions:
Did the NEA have anything to do with initiating the conference call?
Did the NEA encourage artists to create art on health care, energy and the environment?
Power is gained incrementally. A precedent such as this cannot be set because it will be grossly abused in the future if unchecked. Help me keep this agency in check so that we can resist the National Endowment for the Arts’ attempt at bringing the art community together “to speak with the government.” That’s a choir that should be left for totalitarian states.

The fact is that there should not be an NEA at all. Outside of there being no Constitutional authority—to put it mildly— for the federal government to run such an agency, the whole concept of tax-payer subsidies to government-selected artists violates the very notion of a free society. Even without the egregious political abuse that you document, it's obnoxious. Now that we see overt propaganda, it's an outrage.

Things like this should be challenged through the federal courts. The leftists have used the courts to advance their agenda for 30+ years; it is time to start fighting for the Constitutional principles using the same tactics.
It is also time for a Constitutional amendment to address balanced budgets and the constitutionality of program creation and taxpayer-funding.
Financial support of the NEA should be one of the first expenditures to be cut when Congressmen get serious about cutting federal government spending along with tax dollars to ACORN, its multiple affiliates and NPR.

The Nazi analogy here is quite apt. The Nazis were pretty big on government involvement and control of the arts, as to make the arts primarily an expression of the wishes of the ruling class.
This is quite similar to the ideology that gives us the NEA. Official government art: do we really need to waste money on this?

I find it hard to believe that the people who hated Bush for his "NAZI" agenda will remain passive with Obama's direct assault on freedom. They have the most to loose, as they make a living complaining. A short review of history would show that the "do-gooders" are always the first to be die in a revolution. I just emailed the chairman@arts.gov address that you gave us. Thank you for this article. This is very concerning and should be of concern to all Americans. What happens when your guy is not in office? It is our duty, our reponsibility to maintain a constant vigil against those that would take from us the very things that make us unique. KISS apparently took some flack early on for the S's used in the logo, but since both Gene Simmons is Jewish and his mother a Holocaust survivor, it soon died out.
Having known many graphic artists in my life, my guess is that this was unintentional. The artist responsible is a moron for not seeing the connection to the SS logo or they're a moron for making the connection.

i saw you on glenn beck today. i must say i truly admire you. i am a character actress in the seattle area–non-union–affiliated with a theatre that is about to accept funds by the administration. i need to ask if they are a part of this wondrous transformation in the arts (sarcasm profoundly engaged.) I have been asked to volunteer at the theatre so who knows whether this is a part of the community organizing that's going on. I have been wondering lately how much longer I will be able to find work of any kind in theatre because of my politics and quite frankly, I'm not sure I care anymore. Contrary to the popular belief that actors are meat puppets or walking talking props, I am not one. As much as I love acting, I'm not ready to sacrifice my principles on the altar of the NEA the Obama Administration or politcal correctness. During the presentation Glenn played a part from the conference call and the moderator said that the art community would be helping "the Corporation." Who is the Corporation? The reason I'm asking is because that is how Castro refers to the gov't of Cuba. Is our gov't now the Corporation? Also, just want to point out that the Cuban Corporation is having trouble supplying the population with toilet paper…just sayin'….

Thank you for this article and showing up on GB today (Sept 1) This was the first I heard of this conference call with the NEA. I'm a children's book illustrator and wow, this administration leans all over writers & illustrators of both edu and trade picturebooks for children through the schools & the libraries and publishers.
I've even heard of agents looking specifically for "diverse" artists for "multicultural" books…….this has become a scourge since the beginning of this administration and what's sadder still are the majority of artists sucking up to feed at the trough of the Social Justice Propoganda machine rather than impassioned and great Art & Writing.

Thank you for being so brave and bringing this issue to the light. Of all the various "communities" in the US, the Artist Community should be the biggest proponents of Freedom. They know better than most that great art cannot be forced. The thing we all need to remember about Freedom is that you can't have just a little Freedom and you can't have it just where you want it and nowhere else. Freedom doesn't take direction well. Freedom is Freedom of everything – Expression, Speech, Assembly, and just the Freedom to live your life the way you choose to live it. Keep it up, Patrick – we are standing with you.
Art is important but the NEA has had some questionable art grants, however what Patrick has reported is getting beyond questionable. Thanks to him and for the courage to brings this to the forefront.

Yes, QA_NJ, OBVIOUSLY, the message there in ripping-off the Nazi's "SS" insignia is not at all an attempt to hide the statement. It's like a bad remake (very bad one) of NIGHT OF THE LIVING DEAD, this time bringing out yet again the Nazi Zombies to maul and bite at the U.S.A.
But this is not the first round of imagery that the Obama Administration (and his campaign earlier before the White House) in which direct copying and subtle but obvious remodelling of the Nazi/German Socialists' propaganda has occured. They're not even trying to be subtle about it — I can compare all of the O-campaign junk visuals to fore-runner images from Nazi Germany. And the "health care" junk by the Obama Administration is a direct reprint with few changes (colors, a few elements altered to state "Obama Health Care" instead of the Nazis but the overall "art" or design involved is a ripoff/remodification of the original from Nazi Germany to suit Obama's current issue).
About the tired Obama "HOPE" poster, also, I've never understood how it is anyone would even want to look at the ghastly thing: it uses the colors of animal/human decomposition. Add in the word, "HOPE" and it literally blares out "DECOMPOSITION, BUT I LIE".

I saw this on Glenn Beck. I have my own issue with the link between the NEA, which channels taxpayer funding to The New England Foundation For the Arts, a non-profit organization that has developed a data connecting function- Culture Count which it is going to use for grant processing. There is a terms of Agreement used by The New England Foundation for the Arts and The New England Cultural DataBase ( culture count) that basically claims all rights for all time , anywhere over published works. It also claims the right to "deep Link" any site listed although the user must only link to the home page- and that is only part of it. Simply put- it is a Marxist contract. http://culturecount.org/public/terms.aspx. I have been a lone warrior against this Terms of Agreement since 2007 writng about it on my blog and I sent an email to Glenn Beck. I hope someday someone with a louder megaphone takes it up.
The NEA is not a government operation. It is a group set up by and with artists to get subsidied and grants.
They are a non-profit org and should under no circumstances be involved in politics. Someone should "investigate and fine them if nothing else. I'd like to see it go. The art they subsidize is blasphemous, ugly, mean and anti-USAl. We shoud be rid of them. They also subsidize PBS, a commie station if there ever was one.
This group is very liberal and wants to destroy our way of life.
I saw a new film with a lot of stars (including Sarah Jessica Parker). It starts out Kennedy-like (Jack) how they can do thing for the country – but it definitely ends in probama crap. I think this is one of those things that NEA produced for them. The timing is too good.

Let's not forget that the NEA is already heavily politicized, and has been for a long time. Hey Patrick. You clearly demonstrate the meaning of taking a mile, when given an inch. Your opinion while valid, is your interpretation and not fact. You say the conference call was propaganda from a government agency and others see it as a dialogue. Let's break down what you said:

We have poor.. but we have a lot of rich.. and they weren't always rich.. and they didn't get it by winning a govt. contract (mostly). If given a choice I would rather be a “poor” American than a middle class Zimbabwean.
Our poor wouldn’t make too many people in foreign nations cry; they’re too rich. Capitalism has done more towards eliminating the social injustice and poverty than any other system in the history of man. USSR couldn't do it and gave up.. want to live in NKorea?.. Cuba can't do it.. Venezuela can't do it.. China.. gave up because their people were starving while living on communal farms. they are now trying to incorporate capitalist principles into their economy while maintaining their collectivist control over their peoples behavior. This will not work either because that shift will not be halted at an imaginary bureaucratic.
Most of these people aren't evil.. even though they argue against freedom.. they're just dumb as dirt.
I can answer some of these. In a free society there is no one to fight to become a serf(except for those you would drag with you). Always, freedom must be fought for.. against those who would take it for any reason.

I've said before that the majority of collectivist are so because they lack the intelligence to understand what they are really advocating. they see the ends.. which are good and noble ends.. and they assume that ordering society with one authority to distribute goods and justice IS THE best way to accomplish it.
