Pregame Report: The NEA Conference Call
by Mike Flynn and John NolteOn August 25th 2009, Big Hollywood’s Patrick Courrielche broke the story of a conference call he attended with other “rising artist and art community luminaries”:
On Thursday August 6th, I was invited by the National Endowment for the Arts to attend a conference call scheduled for Monday August 10th hosted by the NEA, the White House Office of Public Engagement, and United We Serve. The call would include “a group of artists, producers, promoters, organizers, influencers, marketers, taste-makers, leaders or just plain cool people to join together and work together to promote a more civically engaged America and celebrate how the arts can be used for a positive change!”
The email invite came directly from Yosi Sergant, then-Director of Communications at the National Endowment for the Arts (NEA), and it advised this hand-picked group that the call was about laying “a new foundation for growth, focusing on core areas of the recovery agenda – health care, energy and environment, safety and security, education, community renewal.”
Courrielche describes the call this way:
Backed by the full weight of President Barack Obama’s call to service and the institutional weight of the NEA, the conference call was billed as an opportunity for those in the art community to inspire service in four key categories, and at the top of the list were “health care” and “energy and environment.” The service was to be attached to the President’s United We Serve campaign, a nationwide federal initiative to make service a way of life for all Americans.
It sounded, how should I phrase it…unusual, that the NEA would invite the art community to a meeting to discuss issues currently under vehement national debate. I decided to call in, and what I heard concerned me.
Within 48 hours of this phone call, 21 arts organizations endorsed President Obama’s health-care reform plan. Within days, Rock the Vote started an all out blitz that included a “health care design contest.”
On August 27th, two days after Courrielche’s piece published on Big Hollywood, the Washington Times picked up on the story, contacted Sergant and asked him about the call. Sergant claimed to be only a “participant in a call” and then lied outright claiming the conference call email invites were sent by a “third party,” not the NEA.
Courrielche’s August 31st follow-up piece, which included copies of Sergant’s email invite, proved the complete opposite was true.
The next day, September 1st, the Washington Times posted copies of Sergant’s invites from Courrielche’s Big Hollywood piece along with their own transcript of Sergant denying he sent the invites. They titled their piece: “Official Dishonesty From the NEA.”
On September 6th, columnist George Will brought the story into the mainstream media when, on “This Week,” he wondered aloud just how many laws the August 10th conference call had broken.
On September 10th, the Washington Times followed the money trail and published the explosive news that of the 21 arts organizations who endorsed President Obama’s health care reform plan…
“…16 of the groups and affiliated organizations received nearly $2 million in grants from the National Endowment for the Arts in the 150 days before the conference call. According to a Washington Times analysis of NEA records, more than $1 million of that total came from the stimulus package.
September 10th was a rough day for the NEA. The same day the troubling money trail was revealed, Yosi Sergant was “reassigned.” The NEA has yet to explain why Sergant was “reassigned.” This is the only statement they released:
“On August tenth, the National Endowment for the Arts participated in a call with arts organizations to inform them of the president’s call to national service. The White House office of public engagement also participated in the call, which provided information on how the Corporation for National and Community Service can assist groups interested in sponsoring service projects or having their members volunteer on other projects. This call was not a means to promote any legislative agenda and any suggestions to that end are simply false. The NEA regularly does outreach to various organizations to inform of the work we are doing and the resources available to them.”
That same day, the Washington Times looked at this statement, looked at the evidence, and declared “The NEA Lies Again.”
Patrick Courrielche, who was a participant on the call, agrees:
It just goes against my core beliefs to sit quietly while the art community is used by the NEA and the administration to push an agenda other than the one for which it was created. It is not within the National Endowment for the Arts’ original charter to initiate, organize, and tap into the art community to help bring awareness to health care, or energy & environmental issues for that matter; and especially not at a time when it is being vehemently debated. Artists shouldn’t be used as tools of the state to help create a climate amenable to their positions, which is what appears to be happening in this instance. If the art community wants to tackle those issues on its own then fine. But tackling them shouldn’t come as an encouragement from the NEA to those they potentially fund at this coincidental time.
In his September 18th Washington Post column, George Will sides with Courrielche:
“The NEA is the nation’s largest single source of financial support for the arts, and its grants often prompt supplemental private donations. He who pays the piper does indeed call the tune, and in the four months before the conference call, 16 of the participating organizations received a total of nearly $2 million from the NEA. Two days after the call, the 16 and five other organizations issued a plea for the president’s health-care plan. …
“[T]he Obama administration is tightening the cinch on subsidized artists, conscripting them into the crusade to further politicize the 17 percent of the economy that is health care.
That Obama administration officials would make even tacit suggestions about potential artistic output to a collection of federal grant recipients is, itself, troubling. That these suggestions matched-up with very specific and time-sensitive legislative priorities should give us all pause.
But, there is even a larger issue that hasn’t yet received much attention in the press. Among the Obama Administration officials on the call were Buffy Wicks, Office of Public Engagement and the lead White House official on the President’s Serve.Gov initiative to promote national service. Also on the call was Nell Abernathy, Director of Outreach for Serve.Gov. One of their main goals on the call, it seems, was to encourage artists to produce works that would reinforce the President’s call for service; specifically through the Serve.Gov web-portal.
As Dana Loesch recently reported at Big Government, the Serve.Gov portal funnels citizens to volunteer or service projects connected with ACORN and other leftist groups. The taxpayer-funded website is evolving into a cyber-recruitment tool for the progressive movement.
So what did happen on that call? Was the NEA coordinating with the White House to push their agenda on a group of artists eager for and reliant upon the NEA for grants, or is the NEA telling the truth that this call “was not a means to promote any legislative agenda”?

The larger problem with all of this "stuff" is that we allow the Government to have this much monetary control over our lives. We must quit sending all this money to Washington. There should not be a NEA, PBS NPR or organizations like ACORN receiving tax dollars. If they are worthy, they will survive on the goodness of man, not the Government.

Agreed. Way too nuanced and irrelevant of a story for me to care. To be honest I don't even care about the ACORN story, I think these are both just sleights-of-hand to trick low-information people (fox news viewers) into watching fox news and voting Republican.

I'm one of the people who has "woken up" in the last few months. I always knew there was a certain amount of evil in government. The more I've learned the more pissed I became. The more I spread the word to my Friends and they in turn tell their friends and they are becoming pissed. We will win this in the end and get our country back from all of these evil corrupt politicians. We have great people in this land from "sea to shining sea". But for the most part we go to work every day and trust the system ….lol well we used to. Know we are all learning that we have a huge problem and we will fix it together. Perhaps inflicting a tax on every form of energy production that has CO2 as a byproduct, which in turn will increase the cost of everything in the country? Maybe he could take charge of the medical system and link it to total government control of the citizenry through the IRS and computer medical records, and control one sixth of the private sector of the economy?

If Barry were able to secure an ACORN-twisted census, a nationwide "art" campaign supporting his agenda, Cap and Trade, coupled with a leftist takeover of 1/6 of the US economy with the Apollo Project's "health care" plan we would be on our way to 21st century liberal fascism. Buffy was a prominent Obama political executive in the California Primary and the Texas Caucuses responsible for seeing to it that BHO beat HRC in those key states. It is well documented that in each of those states, Buffy used operatives from SEIU and ACORN. She had previously helped mobilize them in an anti Wal-Mart organizing campaign before the 2008 election season.
I can't believe it is a coincidence that she is now in the middle of Administration efforts to mobilize NEA grantees under the (maybe not so) implied threat of cutting off precious federal funding to those who do not "cooperate".

Lost in the NEA story focusing on Yosi is the fact that "Kumar" hosted one of those calls as well. What kinda man leaves a cushy gig on "House" to become Barry's first White House Minister of Propaganda?!? It took awhile for him to do anything remotely "public" but an NEA-supported propaganda art coercion call is a priceless coming out party. Liberal Fascism is on the march and we need to stop it.

I believe that when the public sees someone stand up and be honest and brave, someone who does the David and Goliath thing, it emboldens others to do the same. Glenn Beck has been proclaiming this corruption for months. Then James and Hannah took a stand to expose corruption. And now what do we have? Maybe another whistle blower? So lets keep it coming.
Remember… if everything is on the up and up, there is nothing to uncover. So if you are operating above board in DC you should sleep well tonight. If not, its not too late to become a "re-founder" and spill your guts to Glenn. We are a reasonable public, you will have to face the consequences but we will stand up for you if you tell on yourself. If you wait on someone else then there will be investigations and jail time in your future.

Not only is this amazing in and of itself, it is further amazing, and mind boggling that Obongo is amenable to looking at a Bill that would Bailout the failing newspaper industry, if, and only if the agreed to re-organize as 501(c) 3 organizations. My daughter had the misfortune to meet Ms. Buffy Wicks this summer, as part of an Intern program. In the margin of Ms. Wicks' bio, my daughter wrote, "Epic Hippie".
In addition to many dubious "accomplishments" noted in her bio, Ms. Wicks is very proud of her radical history. For instance, "Before joining Obama's campaign, Ms. Wicks led campaigns, including the Wake-Up Wal-Mart campaign, for affordable health care and higher wages for the United Food and Commercial Workers Union". The poor grammar and awkward punctuation of this run on sentence is of Ms. Wicks' own design.
The students also met Ms. Wicks' boss, Ms. Christina M. Tchen, who is officially responsible for (from her bio) "…helping entrepreneurs, which are a 'consistent force of growth and prosperity of America'". However, verbally, Ms. Tchen made it clear that her focus and interest lies in helping "female, minority entrepreneurs". I guess everyone else is SOL in her book.
Two classic radicals. Nice to see them in the cross hairs.

Interestingly, the group of students, who were a cross-section of liberals, centrists and conservatives, came away from their White House meetings with the fairly consistent opinion that the Obama team is naive, "nice", young and clueless.

I am amazed on how fast things have fallen apart for this President. I didn't expect any sort or defiance towards him until next year. I thought for the 1st year in office he would be able to hide behind the "Blame Bush" sign to keep safe. But a combination of things happened. FOX NEWS w/ Beck, Talk Radio and web sites like breitbart.com were a touchstone to my sanity. The public reaction to the spending on the Stimulus bill lead to the Tea Parties, Glenn Beck got on a roll, Town Halls and then the combination of the massive rally in DC and Breitbart's release of the ACORN video's have flipped Washington DC upside-down.

Maybe, just maybe this can lead to the type of outrage that defunded ACORN. The NEA sounds like an arrogant, corrupt elitist institution that works hand in glove with corrupt art reviewers, museums, critics etc. Tom Wolfe, author of the painted word wrote a devastating expose on the lunatic art world about 30 years ago and probably things have only gotten worse.

President Bush did try something like this on a much smaller scale and was butchered by the MSM. He had Armstrong Williams mention one of his initiatives on his radio talk show as if it was a natural subject. He was paid to do this and the press said it was the most anti-free press event in history. Now fast forward to this incident with the NEA. This is really a big deal since the NEA is funded by the US gov. and should have absolutely NO control over what the arts produce. Where are our guardians in the press when we need them the most?
This is an artist's wet dream, most of them feel like they should be paid by the State to do whatever they do anyway.

I think it is time for a Republican member of the House to call for the impeachment of Obama. Of course it will not go any where but it will perhaps serve as a wake up call to this clown that he has until the House and Senate change hands (as they very well could do in 2010) to begin to clean up his act or he will be held accountable. Also one of the Republican leaders in the Congress needs to let it be known in no uncertain terms that all of the malfesance and corruption associated with the Obama administration will be investigated and prosecuted once the House changes hands.

Lots of GOP wanted to de-fund the NEA and other left-leaning activist agencies in 1995, but Gingrich and other leaders gave up when the liberal GOPers wouldn't get with the program… plus, not at all clear Gingrich's heart was in it, anyway.
Maybe now that there are a few smoking guns, even with Dem majorities, all this can get another look.
For the life of me, I cannot find any constitutional justification, or sound policy justification, for the federal government funding things like NEA. If a State wants to do it, fine, their business, but not the Feds.
and one other point….i hope conservatives/R's can hammer the theme that this isn't about Left vs. Right, it is about corruption.
Corruption is bad for poor/minorities unless you are lucky enough to receive some crumbs. ACORN is bad for poor people. Protecting criminals is bad for the community. Bad mortgage loan advice is bad for people. Predatory.
Submiting false voter registration is bad for governance, but it is bad for poor people, shifting $$ away from constructive use to forcing employees to go thru stacks of registration forms
ACORN has a cost. Bad for the community, for governance…good for powerful Pols in cities where poor people suffer. David Horowitz has it right.
It would be nice to track "Global Warming" research grants.
dang no wonder our country is broke! It's a dubble wammy to American taxpayers, we are being force to pay for all these entitlement programs that many do not agree with only to have our hard earn money hi-jacked by the lunatic left. This is insane!
Thankfully we still have honorable folks left in this country who will stand up against this and the American people will be right behind them.

They have proven themselves untrustworthy, (and unworthy of respect), for years and years now.
There are now a multitude of other ways to get information to the "unwashed" masses without their blatant “Soviet style” interference.
