I am mechanically inclined enough to see a way around that.  You can have cylinders with a small diameter hole at the back of the chamber, like with the nipple on a flintlock.  Preload the cylinders then seal the back with a piece of waxed paper or similar.  With an enclosed spark-producing mechanism, you can have a hollow piece (sort of like a hypodermic needle) that pierces the cover right before the sparks are sent down the tube.  Similar ideas were tried during the relatively brief period of invention when quick reloading was considered before cartridges with primers became standard, right before caps became used with paper &quot;cartridges&quot; (wrapped loads ready to be stuffed). 
 
Who is John Ringo?  I considered flintlock variations because PA has a muzzleloading deer season.  It was &quot;traditional&quot; flintlock only, then recently went &quot;anything goes&quot; as long as it is a frontstuffer. </description>

!) Require all politicians have an auditor appointed by an independent group that will audit the full fair expense of all campaigning and all  campaign contributions for source and amount. From this total a 20% excise tax will be applied, first to cover the expense of the audit and the remainder goes to the general fund. 
2) We need a full-time staff of investigators and auditors given full access to all accounts of the 535 congressmen and 100 Senators in Washington. They will be paid for from  the $1 million already allotted for congressional office expenses.  
3) We truly need to audit the many political action committees that hide behind a tax free organization. The law is clear already, but enforcement is nonexistent. Political groups such as the ACLU, the Rainbow Coalition, NAACP, plenty of churches nationwide and others that have consistently backed candidates which is contrary to law. They need to pay back taxes for all years that they have been involved in supporting specific candidates for office. 
4)  Civil litigation while necessary, needs to be reformed. We need a loser pays court costs rule much as they have in Britain. If you have a good case, an attorney will cover the expense of losing. If you don&#039;t, you can still hire them but the future expense may be on you if you lose.
