‘Cap and Trade’: 1000+ Pages of Economic Chaos
by Frank DeMartiniThe American Clean Energy and Security Act of 2009, more commonly known as the Cap and Trade Bill, is dangerous for the country and potentially disastrous for the economy. I cannot say this more simply. This bill which is designed to lower emissions and stop global warming will do nothing except raise the average Americans’ expenses and cause the loss of many American jobs.
The bill passed in the House last week by a margin of less than ten votes. The vote was mostly among party lines. However, many Democrats sensing its disastrous consequences actually voted against it. In fact, if it were not for eight liberal minded Republicans, the bill would have failed. It is going to the Senate shortly and must be stopped there at all costs. As for those eight Republicans, I suggest they start looking for employment themselves.
Global warming is allegedly caused by the burning of fossil fuels. This Cap and Trade bill is supposed to lower emissions caused by such energy sources. It is the dream of former Vice President Al Gore who has made a mini-industry out of global warming and who does nothing personally to stop it. This typical Democratic hypocrite burns more carbon based fuels than 10 average Americans and yet he claims that we, as a country, are not doing enough to stop this potential disaster to the planet. I wonder when the last time he flew on a commercial airline was. But, that’s another column completely.
“Global Warming” is a rather controversial subject. There are many reputable scientists that believe it is the next major ecological disaster. In fact, some go so far as to say that it may lead to the extinction of the human race. However, there are other reputable scientists who say that it does not even exist. In fact, there was some controversy in the last two weeks about whether the EPA had suppressed a report that denied the existence of global warming at the request of the President. If that report is to be believed, then it is quite clear that the current President will do anything to get his agenda through Congress.
The liberals in control of Congress are using their substantial majorities to ram this “groundbreaking” clean air legislation through at a time when a bill that will stunt economic growth is not in the best interests of the country. As you know, President Obama said during the 2008 election, we are in the worst economic crisis since the Great Depression. Of course, Vice President Biden, just last week, said that the stimulus was not working because the economy was worse off than the Administration believed. How you can reconcile those two statements is pretty much beyond me. But, again that is the topic of another column.
Why is this bill a disaster and how will it stunt economic growth? The answer is very simple, but first an explanation is required about what exactly “Cap and Trade” means. This bill will put serious limitation upon carbon and other types of emissions. Businesses which pollute will be penalized for their pollutants in the form of higher taxes. However, those businesses that are exceeding the emission allotments (”caps”) will be able to buy or “trade” tax credits earned by the non-polluting companies in exchange for cash or other forms of remuneration. Hence the phrase, “cap and trade.”
On its face, this may seem like a good idea. But, what will happen in reality? Companies that pollute will have a few choices: one, meet the standards and pass the increased cost onto the consumer; two, buy credits from companies that do not pollute and pass the increased cost onto the consumer; or three, shut down in the United States and move their business to another country that does not have such regulations. In all three circumstances, the United States population suffers, either by increased costs or loss of employment.
How is this good for our country? Its not! How is it good for the world and the environment? Again, its not. Sending companies to foreign nations without any restraint on emissions will most probably increase the carbon based pollutants and not lower them. Accordingly, the whole bill is a sham. The only thing it will do is appease the liberal tree huggers that believe we are destroying the world.
So, here we are faced with a bill that will increase costs to the consumer and cause the loss of jobs in the United States. Just the thing we need in a time of the worst economic turndown since the Great Depression (which is not as bad as the Administration thought). This bill should be voted down and voted down quickly.
There are other reasons why this bill is a disaster. How about the fact that this 1,000 page “novel,” had approximately 300 pages added to it the day before its passage in the House so that the authors of the bill Reps. Henry Waxman and Edward Markey, both Democrats, could buy the additional votes they needed to get the bill passed. These three hundred pages that were added were earmarks pure and simple. Additionally, I can guarantee you that almost none of the House members read the entire bill. Maybe, a handful actually glanced at it. In all seriousness, how can anyone read a “novel” like this overnight? I must admit, I have not read it either. But, I have, at least, read summaries.
Based upon the above, it is imperative that you all call your Congressmen and Senators and make sure this disaster is stopped dead in its tracks before it causes whatever progress is being made by the ill advised stimulus package to cease. A double dip recession and/or another stock market crash will make this the worst economy since the Great Depression and that can be worse than anyone has thought. Next week, maybe I will talk about Obama’s next disaster, health care!

I call, write, email and tweet all of my Congress persons and Senators Daily, no exaggeration, no exception. This is one of the most disatorus piece of legislation ever put to paper. It must be stopped.
This bill is the greatest government power-grab in all of American history. It will cost money in unimaginable amounts, while accomplishing next-to-nothing except the enrichment of the "carbon offset" traders who are comprised largely of Al Gore and his disciples. They will reap a huge capital profit, while impoverishing everyone else. Candlelight is very nice for a romantic dinner, but I prefer light, heat and air-conditioning. If all the damn ecofreaks and climate hysterics would simply cease breathing we could solve our C02 problems (which don't really exist) overnight. Man-made climate change is a monumental hoax, and an extremely dangerous one at that.
Just a heads up that if you don't know the names of your senators or congressmen, you can go to Wikipedia to find out. Then Google the names for contact addresses and phone numbers. Some people think that a written letter attracts more attention than an email. I would suggest the same compared to phone calls too.
It's a little late to call your Congressman, but you can call your Senators.
If anybody wants a better understanding of why this whole law is garbage, the Commentarama crew did a great peice on this about two weeks ago. I really recommend everyone read it: http://commentarama.blogspot.com/2009/06/democrat...
I've been calling my Senator once a week, but it doesn't matter. She's a Democrat who doesn't care what the people want.
props to the patriots at commentarama!
it's been 100 degrees plus everyday around these parts for a few weeks. 106 just last week. they will have to pry my a/c from my cold dead hands….
Heck yeah! I love their site. I just don't know where they get the time to write what they write?
Cap-n-tax has one by product I like, even the sainted pooooor will get taxed, fools. All you conservative voters (60% of the country) take note the liberals are all in, fully exposed, no more hiding behind I’m a centrist horse squeeze, vote them all out in 2010, vanquish the ‘60s radicals once and for all.

This particular bill is very personal to me. My husband works for a manufacturing plant that supplies parts for several auto companies. He is working on the start-up of a future project and says that if "Crap & Tax" passes more than likely the future project will go to the company's plants in either China or India instead of here in the States. It is just getting too expensive for them to do it here. Bottom line is that companies aren't charities. They are in business to make a profit and if they can't, they'll either shut down completely or go elsewhere. I, too, call, write and e-mail my representatives all the time. We have got to stay on our senators on this one.
If for no other reason than to feel like you are doing something, you must continue. Hey, if it irriates them, then even better.
I am. I call her office once a week and I've sent a couple letters. She may not want to hear from me, but I want to be heard.
Mega, that's true the House Dems and the "Gang of Eight" traitors have passed this sham bill, but letting the turncoats KNOW that people are watching them and hold them personally responsible for the attempt to take the working people of America and businesses they work for "out back" and smashing them in the head with the shovel of higher taxes and the second smack soon to come in a the crush of "Obamaflation" (Obama plus inflation!) is UNFORGIVEABLE.
I am so with you. They have been hiding behind this "moderate" lie for so long. But now it's being exposed. They want to take over companies. They want to tax everyone. They want to break the health care system. These aren't moderates, unless there is such a thing as a moderate socialist.
You're right. I'll add my Congressman back to the list.
These are the traitors to America that voted for ":Cap and Tax":
Mike Castle, DChris Smith — NJ
Dave Riechert, WA
John M. McHugh – NY
Frank A. Lobiondo – NJ
Leonard Lance, NJ
Mark Steven Kirk, Il
Mary Bono Mack, CA
Don't forget the "Blue Dog" democrats, lets get'em in 2010.

Enjoy it, I know you should.
Most definitely the games afoot, and nothing less than America’s preeminence in the world is at stake. We have to remember these are “one worlders.”
I did.

Found this again. The first is the start of a sequence, if you are in a hurry you could go right to the last one, it will just cost you a bunch of laughs. Take the time.
Thank you Mr. DeMartini, for this excellent piece. I wrote about it on my own blog, and encourage everyone to at least glance at this ridiculous piece of legislation. It is redistribution of wealth, and nothing more than the federal government seizing yet more power from the American taxpayer. Please, read the bill here, http://bit.ly/nOeu2 and then call your Senators and DEMAND that they not support this bill. Call you Representatives, too, even though they've already passed the bill, and tell them how you feel. If this version doesn't pass the Senate, you can bet that another version will be created soon by the power-hungry Oblunder administration.
My customary response to the mention of Al Gore is …ManBearPig — I'm super serial…

then call her every day! That would really pi$$ her off.
Remind them that they work for us, not the other way around.
It's a good thing congress is exempt from "truth in advertising" laws. Cause this piece of crap provides neither clean energy or security.
From NJ representative Rush Holt's website: "(Washington, DC) –U.S. Reps. Rush Holt (NJ-12) and Rosa DeLauro (CT-3) today successfully amended the American Clean Energy and Security Act to authorize a research program into what drives consumer actions on energy use, to provide evidence-based understanding of how to achieve wiser energy usage.
Current research points to the need to reexamine the goals and assumptions behind energy saving education programs. A recent poll from Rutgers University demonstrates that an individual’s opinion on climate change has little relationship to the way that they use energy. Further research has shown that individuals are unlikely to buy more expensive products or make expensive upgrades even if they are aware of the long term savings that they could receive on their energy bills by making these improvements.
“While changing consumer behavior offers a promising opportunity to promote energy independence and reduce greenhouse gas emissions, there is still much to be learned about the forces that drive consumer actions,” Holt said. “Our amendment would help to understand not only how consumers use energy, it would allow us do develop better incentives for individuals to reduce their energy consumption and their greenhouse gas emissions.”
“To effectively encourage people to reduce their energy use, we need to understand what motivates their actions,” said DeLauro. “This study will allow us to better understand those motivations and develop more effective incentives to encourage greater energy efficiency and decrease pollution. In doing so, we will maximize our investment in energy efficiency programs and importantly, significantly increase the cost-savings for consumers.”
Currently, there is no program within the Department of Energy to determine what drives consumer behavior so that we can better encourage individuals to take advantage of energy saving behaviors and technologies."
At least they're trying to understand the lowly proles. How good of them.
Pattiann: We also discussed the new supermajority "death-grip" in the Senate today at our site (Mr. Saturday Night Live Goes to Washington). It's more important than ever that everyone here get hold of their Senators. The 60 vote Democratic representation in the Senate is not as solid as it may seem on the surface. With that supermajority, they can no longer blame it on the Republicans when they put America into bankruptcy. That makes them vulnerable, and many will have second thoughts. They need a good push from their constituents to do the right thing. My Senators are Boxer and Feinstein, so if I send them one more nasty letter they'll just sic Janet Napolitano on me. Senate Democrats are already grumbling about the bill. Let your Senators know you won't stand for them voting for either of these massive government boondoggles. I have faith in you!
CAP AND TAX…………can't wait until this CLIMATE TAX is passed…………every household in America will pay an additional $3500 for goods and energy that we use and will get NOTHING in return………….CHANGE…………YEAH RIGHT.
MAKE NO MISTAKE ABOUT IT……….WE'RE IN THE FIGHT OF OUR LIVES………..REFER TO THIS BILL ONLY AS………CAP AND TAX…………..HAMMER IT HOME.
Liberals are playing word games with the "Global Warming Fight"……….their focus groups and advertising execs found out thru surveys that they could not pass any "climate legislation" by callin it such……….now they call their "climate legislation"…………..GREEN JOBS ECONOMY OR ENERGY.
REMEMBER IT'S CAP AND TAX…………..CAP AND TAX.
Obama and other politicians make a big thing about energy independence, the idea being that we won't have to buy energy from the bad guys. So, where does the energy go if America doesn't buy it? The bad guys use it to grow their economies, that's where! And since energy pricing is based on supply and demand, and since there will be no demand here, there will be lots of supply at cheap prices in the hands of the bad guys. It just seems to me that if energy equals economic growth, then America should buy and use as much of it as possible, so that the others don't get it.
Another thought…
How elastic is the demand for energy by the American consumer? If energy costs more, will I use less of it? Or will I use the same amount of it in one area, but spend less in another? Will I drive less? Or just drive to free places instead of a restaurant? Taken to its logical extreme, if we all go home after work and stay there, not buying anything besides food, not going to movies or taking vacations, or buying nice things, then Obama gets his wish that we now are using less energy….And, half of America will be out of work because our economy thrives on people going to restaurants and movies and taking vacations, and buying nice things.
Thanks folks. I'm glad to hear you like it.
All is not lost. Daily I read editorials, comments and letters-to-the-editor from all over the nation. Support for cap and trade is evaporating. Whereas two weeks ago it was maybe 2-to-1 against cap and trade, opinion now seems to be 6-to-1 against. The Senate will be wise to heed the overwhelming lack of public support and stop this disastrous legislation from passing into law.
If instead of cap and trade the United States had a national mandate to replace coal generation plants with natural gas and nuclear energy, plus if we replaced our commuter cars with battery-powered electric cars, we would drastically reduce our dependence on foreign oil and reduce CO2 emissions faster and beyond the proposed cap and trade targets.
– Robert Moen, http://www.energyplanUSA.com
I think that's exactly what will happen, we got a taste of it when gas was $4 a gallon. It didn't hit right away, but as the summer went on and people started to feel pinched, things began to slow down. This whole thing just burns me up. Seriously, global warming/cooling/climate change is total fantasy. Does anyone really expect a group of politicians to predict the weather 10 to 15 years from now when a group of meteorologists can't predict what it's going to do 5 days from now?
The Chinese and sub contient of India will do NOTHING vis a vis "climate change". Al Gore can just taste the $$$, he's stuffing it in his fat rolls and lighting big fat cigars with $100 bills. He sits on his houseboat and throws his head back and laughs at the "little people". His electric usage for his Tenn. mansion runs 20 times the "average" American per month and his limos idle at his speaking events with the windows up and the A/C ON! There is video of this in Washington D.C. and Austin, Texas… google it.
This and Obamacare, the two most important pieces of BAD LEGISLATION to come up before Congress in at least 50 years…God Help America! Defeat Democrats where ever you see them. E-mail and call them everyday. My lapdog Congressman is a lackey and ignores me, that's fine, try to TURN yours by threat of vigirous political action!
These are the traitors to America that voted for "Cap and Tax"; they should be kicked out of the Republican caucus and forced to run as Democrats or indys:
Chris Smith — NJ
Dave Riechert, WA
John M. McHugh – NY
Frank A. Lobiondo – NJ
Leonard Lance, NJ
Mark Steven Kirk, Il
Mary Bono Mack, CA
Mike Castle – DEL
Oh God, my Republican representative (Leonard Lance – NJ) was one of the eight to vote for this bill. Thanks a bunch.
All this global warming talk and NYC and my area are having the coolest summers in about 20 years.
Frank, your quick analysis is 'slightly off'
=============
However, many Democrats sensing its disastrous consequences actually voted against it. In fact, if it were not for eight liberal minded Republicans, the bill would have failed. It is going to the Senate shortly and must be stopped there at all costs.
=============
Note that if the 8 hadn't voted for it (rumour has it that Pelosi set aside either some "benefits" or "threats" (such as a nuclear plant bill in NJ?) to the 8, that they had 8 of those NO democats that would have voted "Yes". Pelosi pulled the strings so she can claim this is a bipartisan passage.
Sen Inhofe and a few others (including a couple of Dems) have promised this bill ain't getting passed in the Senate when it hits the floor (not supposedly until they return from their "summer break"), but we know how good those promises are.
It'll be just another do-nothing study serving as a high-paid sinecure for politically-connected friends/allies of congressvermin Holt and DeLauro. Once the study's completed (if it's completed), it'll be shoved into a drawer or shelved – like the "Ark of the Covenant" in the movie, "Raiders of the Lost Ark", it'll disappear inside the government labyrinth.
Wow, great insight. You're right, of course. We should all be very afraid. And then, we should get very angry.
There are rumors Rep. Mark Kirk will be running for the Senate in 2010 (the seat currently occupied by the idiot Burris who was appointed by Blago to replace Obama).
He's not my Rep. or I would have hammered him with emails, but many Republicans here are ticked off and if this passes in the Senate, I find it hard to believe he'd win the Republican primary.
At a time when we desperately need a Republican US Senator in IL, he hasn't just harmed himself, but the Republican Party in IL. I loathe him for his support of this legislation.
Cap and Trade, Global Warming, Climate Change, Obama's policies are all about one thing: Middle Class American prosperity which is a poke in the eye to the rest of the world. European middle class are content to ride on buses, Vespas, walk or take the train, maybe rent a car to go on holiday. Same with Japanese middle class, only they probably work too hard to go on vacation. Other Asian countries are just getting a middle class (and, interestingly, are UNINTERESTED in cap and trade or any other device to contain the upward mobility of their middle class which will, they understand, provide the taxes to run the country). African nations don't seem to have a middle class, or if they do, their middle class is working or lower class here. During the 20th century, the American middle class assumed a prosperity that is comparable to the upper class in every other country — three cars in the garage, tract mansions with five and six bedrooms, first class air travel, designer handbags –
How the devil can the "upper class" enjoy their prosperity when, if they get on an airplane, there's a pharmacist in the seat next to them? How can they enjoy their nouveau riches if when they get to the golf resort, they have to way for four bozo doctors to tee off? Cap and trade will not hamper the Kennedys, the Kerrys, the Obamas, the Clintons, the Pitts, the Gores, the Spielbergs in any way, shape or form. When you have that many millions of dollars, you can pay whatever the going rate is. But it will destroy the American upper middle class, and that's the point.
Typical of the intelligent elite. Let's commission an expensive drawn out study to determine what we little people think instead of just listening to us in the first place.
Nearly pissed myself the first time I saw that episode.
the sinner,
Patrick
psssst lawhawk, it's me patti from wonk. i am with you
I am not a conspiracy theorist. I don't think there are dangerous cabals meeting in back rooms, twirling black mustaches and smoking big cigars who are planning on eliminating 75% of the world's population (for whatever reason). I don't think we need "one-world-government" conspiracies to get where we are. However:
http://www.climatedepot.com/a/1893/Gore-US-Climat...
It is not a conspiracy, traditionally. It IS a conspiracy of ideology, so to speak. And it comes from the left and right. These groups both have reasons to support "increasing global governmental integration." Both sides, I believe, do this out of a naive belief that what they are doing is for the betterment of mankind.
The left, more progressed in its egocentric beliefs, simply thinks that most people don't know what's best for themselves and need to be saved from themselves by superior intellects (namely, those on the left). The "god-like" wisdom of the experts and those in the know will save our selfishness.
On the right, there is increased economic integration which requires more governmental integration. They believe that economics is the predominating factor in all decisions and material well-being for as many as possible is the sole issue to be decided in each situation.
Ironically, though these positions have functional differences, the end result is very similar. Thus, there is a conflagration of ideologies that results in a *seemingly* lock-step conspiracy. That is why we have Al Gore saying what he's saying. He honestly believes that we, as human beings, will be better off if we just listen to him (the leftist god-syndrome). Conservative economists arrogantly think that many little people just don't understand the need for economic integration so that we can all get the new car we want (thus we have the op-ed page of the WSJ supporting blanket amnesty).
Either way, depending on what you find important, these two approaches to the same goal can be threatening. Me? Doesn't matter either way. It won't changed what I, personally, believe is important. However, living in the world as I must, I can't help be want to fight such tendencies.
the sinner,
Patrick
Pattiann: I'd know you anywhere. I simply appreciated your giving me the opportunity to point out that the Democrats aren't sitting nearly as pretty as their 60 votes would indicate. Always a pleasure to follow you.
always happy to shine a light on y'all's collective bad*ssiness. i'm just happy you let me tag along.
and, i am taking that as a supreme compliment. don't break mah bubble, man….
It was definitely meant as that compliment. Long live your notawonkish ways.
1,000 pages is only a couple of Megs. Why the headline?
This bandwagon was PARADED by the LEAR JET LIBERALS…… CAP AND TAX!!!! Pleas be more fiscally responsible tih our money…. seriously, the Obama administration is going to bankrupt our grandkids!!! our economy is in perile at the moment and this administration doesn't care at all….
