Get real. "All offices and branches of the US Government?" The bureaucrats are not the main problem; Congress is.
At 1600% you see pixels of pink and orange, and above that is a swath with blues and purples. I think it is a safe assumption by the relative sizes the "flag" was originally a spot of red, then image artifacts can account for anything else.
Also on zoom you can really tell just how badly the body was not lined up with the head in the first panel. No, that is not a bit of a dark undershirt showing…
