Actually what you're describing happens in state governments and probably other levels also, they call it "groundhogging"…in Texas, the liberal bureaucrats *disappeared* into safe state government positions out of mind and out sight when the GOP took over with the election of G.W. Bush in the 90's. I don't think the Austin liberals expected GOP control to last this long…hee hee LOL…
