A Modest Proposal to Reform the Congress
by Bill WhittleYou know how it is when you’re watching a slow-motion train wreck – Britney, say – and just when you are absolutely convinced it can’t get any worse… it does?
Congress has an approval rating of 21%. And when I heard that Harry Reid is actually discussing plans to sneak single-payer, National Health Care legislation not only past the will of the people, but sneak it past the lower house of Congress by attaching it as a rider to a completely unrelated bill…
…Well, that is an act of such unremitting and bastardly sinfulness that it simply has to be addressed.
I take a look at the four Senators and twenty-something Representatives currently under ethics investigations of one kind or another, and present to you, the American people, my Modest Proposal to get government back in the hands of the governed.
I’ll save the details for the video, but suffice it to say that the Whittle Plan, at $935,000,000 is not exactly cheap, but it is definitely a bargain at .0003 of the Federal Budget for 2008.
I don’t want to spoil the delicious details, but here’s the elevator pitch:
We already pay farmers not to farm. Why can’t we pay legislators not to legislate?
It’s bold and it’s foolproof. Congressional greed and mendacity have been allowed for.
I dare say it is an idea whose time has come.

Filthy Harry Reid knows for a fact that he's toast in 2010…..even an unknown Republican was beating him badly. Therefore, old Harry doesn't give a krap what he does right now…..he'd kill off every single American man, woman, and child if he could. This type of behavior is quite normal within the Dimwitcrat Party.
I had another plan to reform Congress….but yours is less bloody and less likely to end up with me in federal prison…so bravo!
Bill
a paltry $1M? you silly man. You are gonna have to do much better than that.
And the putrid stench passed off as "Law Enforcement" continues to enable an illegal alien to occupy the office of President of the United States.
Stop cutting and pasting the same thing on threads, you hate cops we get it, now go adjust your foil hat.
Our buzz words for 2010 should be: CLEAN HOUSE!
For 2012: RIGHT THE WRONG!
Didn't Calypso Louie ENDORSE Barack Hussein Obama MMM! MMM! MMM!?

Threaten to make them work 9-5, five days a week. That ought to motivate them to sign-up for your proposal. In a heartbeat.

Excellent, excellent plan. I can think of nothing better than to rid the country of the infection of Congress.
I'd love to see our military swoop down on DC and simultaneously arrest Obama, Biden, Pelosi, Reid, Rangel, etc., etc. Have a cameraman along on each raid and sell as a Pay-Per-View! Or a "commemorative" DVD set!! Christmas gifts for everyone!!!!
And force them onto a basic high-deductible health insurance. Deduct the premium from their salary.
i know, i know, you don't want to leave money on the table, but opening at less than $1B to buy out this bunch of greedy clowns is just a lowball waste of time. start at a $50B, but be willing to go $500B- it'll still be the best deal America ever got for our money. if we can piss away that much saving a few banks, we can surely invest that much to save the entire nation…
If Harry Reid is not tossed up I will boycott his state for 20 years
i'm starting to think Clancy's Debt of Honor had a happy ending after all…
Humorous concept. I think I prefer forcibly removing all the lawbreakers. You know, the way most criminals are removed from society. Geeeesh!
Yeah. Rangel can forget about a $1,000,000 in assets.
I've thought for years that every law that was passed should require that two be repealed for five to ten congressional sessions, and then it should be a 1:1 ratio: No new laws without ditching an old one.
Brillian idea!
I say guys like Rangel and all the other criminals be led out in handcuffs and forced to do the perp walk on national TV.
balanced budget ammendment
Paying someone NOT to work? Sounds like a Government job…
Genius!
I don't know if we'll be rid of them in 2010 guys. Not if what this guy says comes true.

And no small coincidence that Gordon Brown just issued a "dire warning" on global warming that has to do with the "treaty"

Glenn Beck is going to be talking about all of this today so be sure to listen in, he also said he was going to try and talk to this guy. Lord Monckton, this is all freakin' scary stuff.

I don't say this often or lightly about anybody, but Harry Reid is an embarrassment and I wish he'd leave the public eye immediately.
Robert C. Byrd High School? Is that next to David Duke Tech?
Actually, I think the solution is to do away with electiing our representatives and going to a draft. Simply draft the representatives from the general population instead of having a bunch of wealthy individuals, primarily lawyers.
It eliminates dominant party control of the legislature, injects common sense and has a government more representative of the actual population. I have more faith in a plumber, fireman, cop and grocery store clerk to do what's right free of bias from connections and party affiliations than career politicians.
As a last resort, another modest proposal for reforming Congress could be the one suggested by Guy Fawkes.
(Note to government-paid internet watchers: This is only a joke. Sort of.)
Martin Luther King, Jr had the threat of Malcom X Black Panthers as a Plan B. Reverend Dr King was largely successful in effecting real, lasting civil rights change.
Our Plan B should go beyond Tar and Feathers. I'm thinking Smith and Wesson.
Bill, please run for Congress, seriously.
Reading this blog suddenly made me realize why the Obama administration is so solidly behind Zelaya returning to power in Honduras…they are deathly afraid of a domino effect. Imagine if our country followed the example of Honduras and had the intestinal fortitude to remove corrupt politicians in the US….now that is a nice image with which to start a Monday morning!
I think forcing them to have the healthcare they are trying to shove at the rest of us would be more of a deterrent.
Interestingly enough, from what I've learned about the history of the constitution and the convention that created it, that was the exact purpose of the constitution. To make it next to impossible to accomplish anything.
It's set up like a maze full of speed bumps. The idea was to house all the politicians from all the movements and regions in the Capital, and then just sit back and watch them scream at each other.
When government looks like it's broken, and they can't get anything done, then government is working exactly as designed. It's when they start accomplishing things, that's when its broken.
Why is our CORRUPT Congress NOT included in the health bill…
Most taxpayers don't know about the ELABORATE NAVY MEDICAL CLINIC, described as something akin to a modern community hospital, one floor below, standing by, on-call and ready to provide Congress with some of the country's best and most efficient health care.
Members of Congress do not pay for the health services, nor do they submit claims through their federal employee health insurance policies. Instead, members pay a flat, annual fee of $503 for all the care they receive. The rest of the cost of their care is SUBSIDIZED BY TAXPAYERS.
In 2008, only 240 members paid the annual fee, CONGRESSMEN WHO DIDN'T PAY THE FEE STILL USED THE SERVICES.
Special Health Care for Congress…

I'm keeping plan B close to the vest at the moment, but should plan A fail, it's ready to go…..and I did include TV cameras!
Take any Senator of your choosing, perhaps Ried and hang him.
Setting an example for the inmates is always useful.
Harry Reid is going to try and sneak this through the House as a rider to another bill? And they wonder why so many people watch Glenn Beck.
I wonder if that's where Osama got his idea?
(first thing I thought during that whole period :p)
Government or Mafia. But I repeat myself.
Clean House?
How about: "LETS TAKE OUT THE TRASH!"
Why just 9 to 5? I worked over thirty years from can to can't with emergency call-outs anyway.
For a fair wage but I damn sure didn't get rich.
Papa Ray
With criminal leftists in the Judiciary at all levels undermining the Constitution and rule of law, this country is in serious trouble. We could vote out every person in congress in 2010, and still have the criminals in black robes legislating from the bench. Look at all of the lawsuits asking for Obama to furnish his birth certificate. This is a legitimate request, since he was not properly vetted before the election. In almost all cases, these lawsuits were dismissed citing "lack of standing". If American citizens do not have standing to ask that the Constitution be upheld, then who does? When they issue rulings that are clearly unconstitutional, we need to insist that they be brought up on charges and impeached.
And all laws should have an expiration date of no more that 5 years.
Yea, they are trying to manufacture another "crisis" so that the "one socialist world order" can be achieved. But I don't think that it's going to be something that they can successfully accomplish, even if they do pass laws and try and enforce regulations. I think that will be the final straw, the tipping point if you will. And free people everywhere will come crashing down and destroy their evil plans.
It won't be pretty, but it might just rid the planet of these socialist scum.

Great point, Papa Ray. For many, working only a 40-hour a week would be a dream. Politicians don't know what hard work really is.
A nonrepresentative form of government has a foothold in the US. As an American I will do my part to vote this enemy of America out of office. Please join me in doing the same.
Because they're liberals, and the rules they foist on us unwashed masses are not to be confused with their privileged life styles.
The Road to Hell is paved with good intentions, except the part that runs through West Virginia. That section is paved at U.S. taxpayer expense and is called The Robert C. Byrd Highway to Hell.
TOSS THE BUMS OUT! They should serve for FREE as their Civic Duty. They're already rich. Put them in a barracks and they can eat in the chow hall LIKE OUR TROOPS DO! When they're in session, they're on OUR TIME! TERM LIMITS.

The Anti Liberal Zone
The "new" Congress should be forced to institute a 25% PAY CUT
Realistic "benefits"
A reduction of PENSION BENEFITS and a cut in office expenses and staff numbers.
THEY ARE FAILING THE AMERICAN PEOPLE, PUT THEM ON A BUDGET NOW!
Paying Congress not to legislate is a half-way measure. Why not just double-up and pay them a bribe to resign? Or better yet, let's have that law enacted giving animals the rights of people. After all, the radical democrats (I know, that's an oxymoron) are even ready to elevate pets to a higher level than our kids by allowing a TAX CREDIT for pets and reducing the dependency DEDUCTION for kids
Heck, let's go whole hog and promote animals as candidates for elective office. We don't even need to wait for a change in the law. We can write-in our favorite dog or cat on ballots at the next election. Change we can believe in!
Could we outsource congress? I'm sure it would be cheaper.
Discovery channel is running a marathon of It Takes A Thief…it makes for an interesting analogy, John [congress] is busy robbing the place [ours] and we're out [of touch] until we come home to find the place robbed and John gone with the loot. now is that loot our children's future? that is thee question.
We pay farmers not to farm, then subsidize food based farm crops used in the manufacture of fuel, and people are starving in foreign countries. Government at it's best.
Sigh…
I just love this guy. Hes got it all: he's brilliant, articulate, creative, and cute. You should check out everything he's done (http://www.ejectejecteject.com for writings and http://www.pjtv.com for video). Its well worth your time.
I like your plan.
We'll call it plan A, give it a try and if it doesn't work, go to plan B, which is whatever teh Mob has in mind.
I have no doubt plan B will be much more effective, and might even reduce the carbon footprint of this slime Congress, which, to paraphrase Pelosi, "…is the most openly and transparently corrupt ever!"
Its next door to the KKK dry cleaners.
I think the solution is a well educated, well informed electorate.
How do we get that?
I can tell you what they're doing with the blue dogs.
They have been, and will continue to be brought up into the White House where they'll meet with the President, Emanuel, and either Pelosi or Reid or both. They'll sit them down, have some nice small talk, maybe a few refreshments, then it will start.
They'll ask them how much they like being an elected politician, do they like the nice perks, the nice committee assignments that were hand picked for them by the leaders. They'll ask them did they like all the money the DNC gave to their campaigns. They'll ask if they like all the volunteers from the democratic party and unions?
And then they'll say if you liked that, vote the way we tell you. And if you don't, not only won't they get any of that during their next campaign, but who ever they pick to run against him in the democratic primary will get them.
I've been to a rest stop on that stretch before. Lovely photos at the kiosk of Byrd at KKK meetings.
Animals as candidates? We've been doing that as long as I can remember.
Agreed. I also recommend his book of essays "Silent America: essays from a democracy at war."
It's mind blowing.
Will you stop cutting and pasting the same comment on every thread. You hate cops we get it. Funny you accuse cops of enabling Obama to stay in office seems he and other liberals aren't a fan of them either. Now go adjust your foil hat and stop spamming threads.
There sure is quite a bit loose talk here about the kind of government reform where no voting takes place. A little perspective for "y'all" ;
The word “Sedition” was casually pegged on dirty hippies who had the nerve to oppose the They They Tried to Kill My Daddy War in the form of peaceful protest.
Now that the bar has been set, Leavenworth would be a good place for learning the slow with coup and hangin' fantasies in tow, where they can break rocks into smaller rocks, then break the smaller rocks into tiny rocks. They then might discover a better attitude towards the gunbit'.
Most congressmen are only interested in supporting their party. The American electorate and America itself are only secondary concerns. When a congress person votes the party line, clearly against the will of its constituents, there is a serious problem with our political system. A battle is developing between both political parties and the electorate.
The takeover of healthcare has been a Democrat Party goal for generations. With the election of Obama and the emasculated group that now inhabits the halls of congress, it senses a chance for success and is going to try and do anything it has to do to succeed. Americans will be lucky to thwart their evil designs.

Here's a suggestion that might help reform congress. Change the law so that individual state legislatures determine the pay and benefits of their own federal representatives.
I think congress has demonstrated that they are not trustworthy enough to determine their own compensation.

Bill Whittle, Andrew Klavan, the whole PJTV crew…. YOU GUYS ARE BRILLIANT!
Unfortunately, you are correct.
We have been subsidizing farmers for decades not to farm/crop rotation. Additionally, in 2009, produce from China is being imported to feed the drought stricken farmers in California's Central Valley (reports of 40% unemployment.) I can not find this information in black and white but I have heard news reports claiming the US taxpayers are paying for this imported food and shipping.
The new political movement afoot should form a party called Common Sense. . .I like Bill Whittle's idea – it makes sense.
Well, at least I'm not a dirty hippy.
Right now the O-administration is plying Blue Dog Dems with promises of Czardom. So if the Blue Dog votes to pass the Pubic Option and gets turfed in 2010, he will be hired to run a piece of Dr. Obama's Traveling Medicine Show. Billions and billions of unaccounted dollars will pass thru the federal bureaucracy. Does anyone doubt that the typical unprincipled pol will be more than eager to skim his fair share?
Me three
Amen to that. The renewal process would keep them so busy they would hradly have any time left to do more damage.
It is time to throw the bastards out. I am so sick of these ivoery tower career politicians serving for decades in Congress. The Senate is no longer a democratic institution – it is a peerage. Unless We The People take back our government, we will continue to be stuck with this warped red, white and blue House of Lords.
Don't you think they should have to join the real world and EARN a living for a change?
I understand the football team goes by the name "The Fighting Grand Cyclopses"
They bust through a white sheet painted with a burning cross as they take the field…
their helmets have a stick figure tree hanging an innocent black man, Bobby Byrd is SOOOOO proud…
No the Mafia will make you work….
Unlike the government they have some ethics left……
Why is our CORRUPT Congress NOT included in the health bill…
I think the word Corrupt is also the answer to your question.
I think that the real problem we have is that Senators are no longer appointed by Governors or State Legislatures as they were in the past.
How many times have we heard our Governors complaining that Congress is writing checks the states cannot afford to pay. If the Senators served at the Governor's leisure I think there would be a lot less power being consolidated in Washington.
I believe it was Mark Twain who first proposed the political lottery idea. Hold a lottery to choose Senators/Representatives and the losers go to DC for 5 years for one term only. No campaigns, no incumbents, incentive to get the work done and get the heck back home. Oh, and regular persons average salary and health coverage – though I don't think he addressed that part. That should be Plan B. Plan C is the last ultimate reset button.
Oh, that won't work, since we all know that some animals are more equal than others.
I think the heart of that problem , as had been stated before by people wiser than I, is we all want to "throw the bums out" – all except *our* guy cause he is OK". Applied nationally and nothing changes. How do we average Joes and Janes break the cycle?
The flaw in the popular disdain for Congress is that everyone keeps re-electing the same representatives. Most of us have a low opinion of The Congress, maybe of some other state's senators or representatives, but we go right on re-electing our own, like they're not the problem. Maybe they aren't. Maybe the problem is that if I vote for what I believe in, and you vote for what you believe in, when they all get to Washington, we get gridlock. Maybe the problem is that the men and women who really make America's laws are the lobbyists, who are there 24/7/365, not the voters, who are only asked our opinion once every two years. (Not original, I took that from MAD Magazine, way back in my youth about 1970, when Bill Gaines was still alive.) Some lazy folk thought "term limits" would solve the problem, but somehow all the people who ran on "term limits" to challenge incumbents decided they didn't need to practice what they preached. Term limits are a way of saying "I'm too irresponsible to vote right, tie my hands." If we want a bum out, we can throw him (or her) out. If we don't, shame on us. If they are worth keeping, we can do that too.
I want term limits. I have especially had it with lifetime Senators – on my side as well as theirs. This sort of thing breeds the out-of-touch elitism that currently plagues out gov't. Let's face it – they have ALL been disappointing. Republicans had the White House and both houses of Congress and didn't do much better. They spent our money like dunken sailors and have the nerve to call themselves Conservatives. I am just fed up with the arrogance and attitude. As someone said recently, "It's time for Change." Amen.
Brilliant as always, Whittle. Poignant…and funny as hell. I need to laugh, lest I chew my foot off in a frenzied attempt to escape the absurd reality these putrid parasites have plunged us into. Thank you, sir…for your proposal…tongue in or out of cheek…which i would back to the hilt.
The reason for this is that the parties control the election process. They have successfully divided the country into two camp by using divisive issues such as abortion and gun control. People view themselves as Republican or Democrat as much as American.
Once they accomplished dividing the nation it was not hard to limit electorate choices during the election process. Unless the party supports a candidate it is nearly impossible for the person to get elected. The parties promote career politicians knowing that the longer a person inhabits DC he/she becomes more and more a tool of the establishment. Look at the people who have been in Washington the longest. They are the party mouthpieces. They will vote the party's will over the will of the electorate every time.
It's time to replace all of them from both parties.
