Hollywood’s Tax Cut Hypocrisy
by Ben ShapiroFolks in Hollywood like to portray themselves as champions of the people. They proclaim support for socialists like Michael Moore; they decry the growing gap between rich and poor.
Then they ask for tax breaks and pay raises.
States across the nation are attempting to attract television and movie filming with tax breaks for Hollywood. Ohio Governor Ted Strickland (D) has offered a $10 million tax incentive for filming. In Indiana, lawmakers overrode a governor’s veto of film industry incentives. Back in 2004, Maryland and Pennsylvania waged an ongoing tax break race in an attempt to woo filming of Annapolis, starring James Franco. Wisconsin and New Mexico have both given cash to the film industry. Texas is now considering rebates for filming in the state – as much as 15% to 20% of cost will be handed back to filmmakers. The cost: $60 million. Michigan offers 42% back to producers and studios in the form of tax rebates. Last year, those tax breaks cost the state $48 million.
The Golden State is trying to keep Hollywood in Hollywood with its own set of massive tax breaks. While California is raising taxes on its citizens, it’s lowering taxes on Hollywood production companies – its state budget included a $500 million tax credit for Hollywood filmmakers. And Los Angeles is now looking to hire a full-time film czar dedicated to keeping filmmakers in the city – and dedicated to lobbying Sacramento for more cash for Hollywood.
The federal government has also gotten into the act. In the October 3, 2008 spending bill passed by a Democratic Congress and signed into law by President Bush, Hollywood received a $470 million tax break. President Obama’s stimulus bill had a $246 million tax break for Hollywood in the first draft; Republicans removed it.
Originally, such tax breaks were designed to keep Hollywood producers from taking their filmmaking elsewhere. These great patriots – the same folks who deride American corporations for taking their business overseas – have run to places like Vancouver, Romania, and France in order to film their projects. America’s share of the film industry declined rapidly over the first half of the decade. Since then, American filmmakers have returned, largely because Canada has refused to lower its current federal tax credit (16%).
But the competition for Hollywood dollars doesn’t stop — now the states are competing with each other for the privilege of filming the next Keanu Reeves vehicle.
Where’s Hollywood’s principled stand against the growing gap between rich and poor? Where’s the righteous indignation at tax cuts for the rich? After all, Hollywood is one of the few industries growing during this recession. In February, the movie industry was up 14% over 2008 levels and up 23% over 2007 levels. So why isn’t Hollywood giving us breaks? Why isn’t Hollywood bringing down ticket prices? Why isn’t Hollywood refusing the tax breaks and stepping up to be “patriotic,” as Joe Biden suggested? Where’s their sense of decency? Where’s their “Yes We Can” spirit?
What’s good for the American people – higher taxes — apparently isn’t what’s good for Hollywood. George Lucas was one of Obama’s biggest financial supporters: he personally donated $50,000 to Obama’s inauguration fund, as well as $4,600 to Obama’s presidential campaign and another $28,500 to the Democratic National Committee. Now Lucas is complaining that Obama’s plan to tax people making more than $250,000 would not help the economy. He also opposes Obama’s plan to cap executive salaries, saying that was something stockholders, not government, should pursue. He adds that such executive salaries certainly shouldn’t be capped in Hollywood. What was the difference between Hollywood and other industries? “Hollywood isn’t asking for a bailout,” explains Lucas. “So, you know, they are not using taxpayer money, and obviously the cornerstone of American capitalism is that you can make as much money as you want when you work for a company.”
Of course, this is utterly false. Hollywood is using tons of taxpayer money – or, at least, they’re receiving special accommodations. Lucas knows that. But where Lucas and his allies come from, it’s the rhetoric, not the reality, that counts.

The filming of these movies can be good for the local economies. We've had a few lately film in Phoenix but I agree with you: Hollywood asking for tax breaks is pretty hypocritical but is anyone really surprised?

George Lucas is a moron. No other way to say it. The guy is a diehard Democrat and has no reason to be, other than the culture of Hollywood in which he resides. Then again, unless you are an extreme left-wing socialist liberal there was no reason for you to vote for Obama. That was lost on most people because of the hatchet job the extreme left-wing socialist liberal media (also known as the "mainstream" media) did during this election: slanderous, treasonous, and outright lying.
Good point. Here in Michigan several movies have been filmed in the last couple of years, and they are building a movie studio. Apparently they are planning to replace the lost auto industry jobs with movie jobs. Good luck with that.
When it's Lucas' ox being gored, then it's bad. When ordinary people in 'flyover country' get shafted by the government, then it's because they aren't paying their 'fair share'. Does George really think the Messiah won't turn around and throw HIM under the bus if politically necessary?
Spectacular hypocrisy on display, and I get a sick laugh that Lucas is getting bit by his own dog. I hate taxes, but just to be certain that Hollywood moguls can participate in Hope & Change, a wealth tax would be fun. I believe it was Huey Long another brilliant collectivist in the early 30’s stated to paraphrase, “Take every dime from the “rich” over 10Million and redistribute the money to the “poor.” The burn rate of these moguls, that money would last a year, tops. One can only, “hope.”
Hollywood is as full of hypocrites as is DC. They all have an elitist, do as I say not as I do attitude. Hollywood along with the politicians don't want to pay taxes, they just want everyone else to.

Finally someone mentions the whole reason we have these state tax give backs. Canada has been practicing federally supported film production for years.
Then again there are lots of industries that get tax breaks. Auto manufacturing plants, The Baltimore Sun, ski resorts and plenty of new heavy industrial facilities in areas that need jobs.
Big point about the film industry is they don't need water and sewage lines, roads or police and fire facilities. When they do they pay OT for police and fire.
What gets me is that guys like Lucas are only now getting it. I remember arguing with people prior to the election that Obama was going to raise taxes in a down economy. He said so when he was campaigning. But for some reason no one really believed Obama was going to do what he said he was going to do. My husband and I are already saying to people, this is what you voted for…. So it's a little late, even this early in the administration, for Lucas to complain. He should have put two and two together before he cast his vote. But I guess logic from the hopeandchange crowd was too much to hope for.
It is really funny. when a no-talent like Julia Louis-Dreyfus, born with silver spoon and multi-zillionare goes on about taxing the rich. To her, the two working parents making $250K a year are rich? Actually, she and her greenie friends are rich. Lets propose we take 90% of her income next year, the way they did it back in the Jimmy Carter days.

I have never ever made over $100,00.00 in my life. I got close a couple of times and yet I always had to pay more than 50% of the gross. Federal Income Tax does not exist in a vacuum. There is Medicare, Social Security,State and Local Taxes, Property Tax etc. That does not even include all the hidden taxes such as when you buy tires and such. Look at a phone bill. The we have sales taxes on top of all that. My estimate that people earning less than $100,00.00 already pay 60% to 65% of thier incomes in taxes. Wake up people taxes are taxes whether they be hidden as fees, excise taxes etc. Obama will actually raise the tax rates on everything thru this method. He lies thru his teeth when he says he is lowering taxes on 95% of taxpayers.
Anyebody else think that the conservatives are starting to look more like the Rebels and the government more like the Empire? Of course, that would make Bush Chancellor Vallorum and Obama Emperor Palpatine….
We are already seeing how much government the Obama democrats are willing to pay for: none. Lucas is getting a wake-up call about Obama's plans and policies, and although he has more money than he could ever spend, it's HIS money and he's petrified he might have to part with a good deal of it under Mr. Obama. When these kinds of people — those who did not pay attention to what Obama SAID he would do — start opening their eyes, there will be a very strong wave of dissent and discontent against these socialist and Marxist policies. Judging by Lucas' statements, he's already part of the wave.

I've heard it said that "Washington, D.C., is Hollywood for ugly people". Both places complement each other perfectly; they're both filled with selfish, smug, shallow types who are filled with faux compassion for the "little people" but would happily shaft one another for personal gain. This is fun – watching "West Coast Hollywood" squeal about purportedly getting shafted by "Ugly Hollywood".

Personally, that's one of the few good things about the present political mess — seeing the horror as his followers realize what they've done (and it's only been 40 days!).
Prior to the election, CNBC brought on all these fund managers who went on and on about how great Obama would be, how smart he is and how his policies will save us all. When confronted with his stupider statements, they replied dismissively, "oh he's just pandering, he's too smart to believe that." Oooops. Now those same idiots are coming on the show to complain that Obama is really doing the stupid things he said and that this will destroy the economy. Welcome to the real world jerks!

You have a culture which flaunts multi-million dollar houses (I won't call them homes, as they appear to be primarily for show, rather than a place to live.), Bentleys, Roll-Royces, Mercedes in every color of the rainbow (Plus one Prius to show how 'green' they are.), designer outfits, 'investments' in restaurants, nightspots, etc., yet they complain about how a doctor in Iowa City or a business owner in Atlanta is 'cheating the poor' by not 'paying their fair share'.

Actually, I would rather that they be required to donate their earnings to non tax deductable private charities of our choice. Maybe a Public Service Mandate that required them to directly support 1000 unrelated families from cradle to grave.

I am against salary caps, but what if we capped how much corporations were allowed to write off on their taxes for a given employee or entity. Anything over one million dollars… no write offs. So when Keanu Travolta earns 20 million dollars, the studio gets to write off 1 million bucks and eat the other 19 million. I bet the worth of these individuals would suddenly decrease. Same goes for Shaq James and other athletes, executives, etc. That's an incentive I can believe in.
For all their money, none of these big actors want to pay for anything out of their own pockets. They want everyone else to pick up the tab. Once, I had a millionaire actor / director ask me (earning under 50K a year) to donate a piece of my personal property (a movie prop) to an auction in his name, to make him look good. I said no way, "I already did you a favor by making this prop so inexpensively that I did not make a dollar on it, you have money, why not buy it from me for $3,000, auction it off, and then take the tax write-off?" That was the end of that conversation.
These big name actors also all have production companies that get paid, instead of them, and that way they pay minimal taxes on the 20 million.

which really ticks me off, because I think Engler did a great job, (but should have left a year early–think he was burnt out by the end of his term) and he was quite a gentleman, which I learned first hand.
I lived in near Milford, which always made for interesting travel in the fall—-plenty of trucks by the side of the road as hunters worked to thin the herd. Which we appreciated, because they often ate our flowers….though I did like seeing them run through our backyard.

The fatal flaw in liberalism is that they are NOT able to voluntarily get enough folks to pay for their delusions, Hence, they must gain control of the govt to legally commander our hard earned money.
If we had a baseline tax rate and they voluntary check offs, they could give with NO limit to their pet causes.

If Ben Shaprio had *seen* "Annapolis", he'd understand why there was no winner in that deal.
And let's get serious: EVERY BUSINESS ON THE FACE OF PLANET wants tax breaks, and many get them, from governments both liberal and conservative. Including everyone from farmers to car makers to yacht companies. There are sound business reasons for this, one of the most important is spelled J-O-B-S. (For Joe Biden and his ilk, that's with *four* letters.)
Only an idiot would attempt to argue that the best way to help a multi-billion dollar industry which continues to lead the world would best be served by ignoring it until it leaves our shores entirely.

Folks got pretty sidetracked from the original article on the new CA $500 mil tax break. A tax incentive has been on the stove for pix to be done in CA since 1999. No one is happy about the corporate welfare aspect of it. And, in fact Corps haven't wanted it. They don't need it. Not that they won't take advantages where offered. But at the level where it is decided where pix will be made, it's irrelevant … they're global. No, this was done for the sake of working people in CA, particularly Hlwd. The tax program, which lasts 5 years and totals $500 mil, has certain budget triggers and is based on ONLY below-the-line expenditures. It may help to keep film crews employed and local businesses alive. But, it remains to be seen if production companies will take the bait and keep the work in CA. This only got signed because it was part of the budget bill. He has never, ever lifted a finger to help film in CA. Times writer Verrier is often not a vigorous fact checker (a real MSM fault). But the general description of the bill is correct.
