BREAKING: White House Officials to Make Sure ‘Inappropriate’ NEA Conference Call ‘Never Happens Again’

White House officials say they are enacting specific steps to make sure such a call never happens again.
Today White House officials are meeting with the chiefs of staff of the executive branch agencies to discuss rules and best practices in this area, a conversation during which they will be told that that while White House lawyers do not believe that the NEA call violated the law, “the appearance issues troubled some participants,” Burton said. “It is the policy of the administration that grant decisions should be on the merits and that government officials should avoid even creating the incorrect appearance that politics has anything to do with these decisions.”
After listening to the transcript and the audio posted at the conservative website BigHollywood.Breitbart.com — secretly recorded by Los Angeles filmmaker Patrick Couriellech — Melanie Sloan, executive director of the good-government group Citizens for Responsibility and Ethics in Washington (CREW), told ABC News that the call was “disturbing.”
“Government agencies are not supposed to be engaged in political activities,” Sloan said. “Here, because they didn’t veer off into ‘This is about the election,’ where you’d get into violations of the Hatch Act, it’s not illegal. But it doesn’t look good — it looks terrible. It’s inappropriate.”
The Hatch Act restricts the political activity of executive branch employees of the federal government.
Said Sloan of the conference call: “It’s not what the NEA was created for, it’s not supposed to be helping the president’s agenda; that’s not the point.”
Burton added that the White House will be issuing a formal memo for White House staff “to that effect and will be doing training sessions and personal visits with staff here to make sure the message gets across.”
Sergant seemed to have some indication on the call that maybe he was coming close to the line of inappropriateness if not crossing it.

see this has been my problem with President Doofus and the gang from the beginning. They are by far not the first White House/Administration to be corrupt and to engage in "questionable" practices…..but they are SO bad at it, it's just scary that they can't cover their own tracks a little better.
ANY "artist" clamoring for their big break by compromising their art for a corrupt Chicago politician turned president is no artist at all. If you are a REAL visual artist, you know exactly what I'm talking about. I want to know who is enforcing the laws that have ALREADY been broken. I am not interested in The White House waving off responsibility here, several laws were broken and they need to be held accountable. America, do not let The White House and the NEA get away with this. Shepard Fairey was an artist just waiting to be sold out and did so once he found a fascist dictator to promote in Obama, so Fairey can't be taken seriously no matter how many museums acquire his work, he simply "OBEYED".
So besides NEA, what other organizations is this administration turning into its propaganda arms? Surely they wouldn't be satisfied with just the NEA. Oh, and the now-fringe media.

I could have sworn that Big Hollywood broke this, while ABC is trying to say they were on the story. Laughable!!!! The MSM has become a joke, trumped by the likes of this brilliant site and its contributors, Beck, and many others.

I'm sorry, but there was full scale solicitation going on here with a select group of targeted artists and artist groups. It has every mark of a planned solicitation of people to volunteer/give material support to the President's campaigns for health, education, and etc.

This response should tell us a few things:
1. The White House has begun to understand that silence is not a response. Usually this administration will pretend to know nothing about whatever controversial topic is being discusses for at least 5 days before suddenly being briefed and making a statement of sorts. This comes some 20 hours after release of the transcripts, so they are learning that you cant ignore the elephant in the room or you get trampled.
2. There is a believe at the White House that if the "lawyers" do not believe any laws were broken it is enough to satisfy the American People. Who trusts a lawyer? We know they are required to do what is necessary to protect their clients, and they are going to offer any strategy that keeps their client out of both the courtroom and the limelight. So it is obvious that the White House believes we are too stupid to read the Hatch Act and then compare the events on the tapes to determine if a law was broken.
3. There is no mention of the firing or reassignment of Buffy Wicks. She will get off scott free, and continue to work for Valerie Jarrett.
I am increasingly of the belief that while the President may be an intellegent man, he and his advisors are a combination of a) extreme radicalism and b) political inexperience. The continued miscalculations of this White House are amazing. They believe the press that the President is able to "lull" listeners into doing what he wants them to do–so he continues to give speechs on health care even though the polls show that the more he talks the less people want what he is offering. They ignore the network with the largest voting audience out of childish spite and in the process appear both childish AND afraid to answer questions they would rather avoid. They either ignore, or worse, do not know, laws which require government funding to the NEA be used for strictly non-political purposes and assume that no one will figure out they are subverting a non-profit to use it as a propaganda machine. The President continues to stand up and say to Americans that the health care reform will " not add on cent to the deficit". Come on sir, we are people who actually write and live by budgets…unlike you and your cronies in DC. We *know * that it is not possible. Instead of facing that truth, the President goes on television and decries the waste and mismanagement in Medicare and Medicaid. We heres a novel idea! Why not clean that up first and see how much money you can brag you have SAVED America???
I hope that there is more to this story, as there was with ACORN, so we can hold their feet to the fire. It is abhorrent the level of malfeasance and corruption that exists in Washington.
Okay, so White House lawyers say it's not illegal because they investigated themselves and found they didn't violate the Hatch act. That isn't the only law involved, we need an independent review.
There weren't artists, as you mean, on the call. NEA gives to organizations, who use the $$ for fund raising or paying arts administrators. Why Current TV was on the call is a mystery.

Interesting diversion tactic here. The Hatch Act is not the only relevant federal statute. Here are a couple more which might apply IANAL.
The Anti-Lobbying Act (19 U.S. Code §1913) provides:
“No part of the money appropriated by any enactment of Congress shall, in the absence of express authorization by Congress, be used directly or indirectly to pay for any personal service, advertisement, telegram, telephone, letter, printed or written matter, or other device, intended or designed to influence in any manner a Member of Congress, a jurisdiction, or an official of any government, to favor, adopt, or oppose by vote or otherwise, any legislation, law, ratification, policy, or appropriation, whether before or after the introduction of any bill, measure or resolution proposing such legislation, law, ratification, policy or appropriation …”
Further 31 U.S. Code §1352, bans use of
“funds appropriated by any Act [from being] expended by the recipient of a Federal contract, grant, loan, or cooperative agreement to pay any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with any Federal action …”

In my own personal opinion, I don't think O'Keefe used Alinsky's tactics. The entire mind set is polar opposites. True, if I'm going to build a structure, I will need a hammer. And if I want to destroy a structure, I will also need a hammer. Same tool, completely different goal. I know I'm splitting hairs here, and feel free to disagree, I won't be offended, but I don't see a connection between what they did and what Alinsky wrote.
There's a difference between doing something dishonest to take out a honest person, and doing something honest take out a dishonest person. And I think what O'Keefe did was completely honest. Any one of those ACORN offices could have told them to get the hell out. But they chose not too.
As an tax paying American Citizen, just like the rest of you on this site, why can we not all come together and SUE the NEA, any other organization that followed thru on helping with this White House propaganda since the conference call and the White House including any employees involved. Well, I don't find anything in your last response to disagree with, so I think I'm going to have to agree, almost entirely. Motivation, intent, does make all the difference. I'll simply note that these tactics are something a little more complex than a hammer, and think that it is good we are able to cull what works from the devil's playbook
I also think it is critical to note that I think O'Keefe (ditto Breitbart & Giles) went far, far beyond Alinskian maneuvers here. The real genius was in synthesizing the Alinsky tactics with (formerly abandoned) 60-Minutes style undercover investigative reporting and packaging the footage so that it could go viral. All that together is pretty brilliant, pretty impressive.
But the goal and the motivation, we agree, is what makes the effort laudatory.
BTW, it's so nice to exchange with a temperate thoughtful conservative…ever notice how you rarely you find that demeanor amongst the irate radical-liberal hoards…

We already know how to do this, its part of being a human. Ways for interacting with other individuals and groups. We don't even realize we're doing it, but we are. That's why I think motivation is so important.
All I credit Alinsky with is publishing them in a way to explain what humans already do, in a way that appeals to communists, socialists, modern liberals, progressives and what ever the heack they call themselves these days.

I'm with you! I visited the NEA website just now. I noticed they have their own IG, just like all other federal agencies. I'm tempted to post here and ask everyone to flood the NEA IG with complaints about the conference call and request an investigation. My only reason is to see what kind of BS response the NEA IG would give.

The call was "disturbing". Picture an America where you can't walk down the street without passing a giant poster of our glorious supreme leader. Disturbing is too weak a word.
Not that anything will be done, but I'd like to ask you as fellow taxpayers to visit the NEA IG website and file a complaint and demand an investigation into the illegal activity on the NEA conference call.
Each federal agency has an IG Office for reporting "fraud, waste and mismanagement". It would be interesting to see how NEA's IG office would respond to a flood of complaints from taxpayers. Would they do something, or take the lazy way out and point to the "White House Officials take action comment"? Here's the link:

I think I both agree and disagree. Where I agree (in spirit especially) is that Alinsky was willing to be essentially a-moral, if not immoral, to reach his ends. He was happy to do ill if the means justified the ends (as he saw them). He said so explicitly. And I agree that that O'Keefe's means were not ill, or dishonest.
But I do think that O'Keefe adopted Alinsky's tactics and and improved upon them by using them morally. Check this out, from a summary of Alinksy's rules:
3. Whenever possible go outside the experience of the enemy
4. Make the enemy live up to their own book of rules
5. Ridicule is mans most potent weapon
6. A good tactic is one that your people enjoy
I would argue that you can see elements of all of those bits of advice manifest in the way O'Keefe operated. And I would further argue that it helped make this campaign effective.
In the preface to some of the drops in the drip-drip-drip release O'Keefe even referenced this rule:

Agreed (there's that word again) Alinsky was a piece of crap, immoral is too light a word. His goal was to just keep bashing the system till it crashed. Which I think he never thought would actually happen, he'd just keep creating more and more issues because he liked chaos.
And yes, there are definitely correlations between O'Keefe's actions and the rules. But I think motivation makes all the difference. What's important isn't the specific actions employed, nearly as much as what's the goal.

Also, I classify myself closer to libertarianism than conservatism. But I think they share a lot of the same morals. I just take it one step further, and no one has a moral right to force me to do what they want. Individual liberty!
When I look at all the extra curricular activity, the lawbreaking that goes on in this administration I keep wondering, is the opposition like the Republicans and other would-be-leaders of the future taking notes and start building a legal case against ALL the law breakers in the White House and every other federal office and building down the line? The lawbreakers must be in the several thousand from the top on down. Since these people have reduced this country already to a third world banana republic by persecuting the CIA investigators from a previous administration and the lame excuse by that 'fearless leader' of the WH, why he cannot stop that farce. Now they want to engage artists to do the dirty work for them and prepare the grounds for the real brainwashing, where does the money come from for all of this dubious activity? It ought to be a turkey shoot for a team of half baked lawyers to put these communist and or Marxist law breakers behind bars when their turn is up. People like that must feel the pain on them self, pain they have committed so easily on others. The millions of needlessly unemployed because of the criminal misguided behavior and actions of the ones in charge today, the countless businesses that went under because of beyond ridicules, asinine laws and regulations where among others, animals have a preferred place in their universe over human beings.
The many years of planing to do just that is conspiratorial, destroying this fine nation and its people, trashing and usurping the constitution whenever and wherever they please. Wasting untold Trillions of Dollars of taxpayers money on hair brained ideas they can't explain nor prove. All that without a proper paper trail where the money went and if it was lawfully spent. Stuff like cap and tax to death, the whole global warming scheme and fraud. Bail out moneys for fraudulent banks and their executives who should sit in prison instead of their luxury offices to come up with more fraudulent schemes. Dishonest politicians who got rich on taxpayers money who earned it with tears, sweat and pain and made the fraud by the banks possible. The 'green movement' which was and is a communist idea of the 90's to perpetuate communism since when they practiced it openly, it sunk without fanfare to the bottom of histories junk heap! Our current crop of WH inhabitants want to revive it, what a blunder. They must not be allowed to succeed!!
To top off the list of gigantic blunders in the history of political blunders, is the health care overhaul. Just about a handful of things on the current system need to be changed and it will run smoothly. Since we are still a free people, where freedom means responsibility, each one of us has to make choices what he or she wants and live with, not the government or any of its representatives. Tort-reform is a must (Texas, Mississippi and a few other states have it and it works wonders for the health care systems there), an insurance company must be able to do business in all (57) aah 50 States, portability of the insurance contract a must, direct relationship of physician and patient and direct payment from patient to physician a must. A health contract is between patient and insurance company and not a physician or hospital. Simple, right? Create uniform rules and keep exceptions to a minimum.
People who cannot take care of them self we must help, but not the ones who are to lazy or make choices that are not in their best interest, they must learn to live with the consequences. The nanny State must be put out to pasture with all its proponents. The genius of the Constitution gives to all of us freedoms and responsibilities to have a fair civilization where we can make our choices the way we see fit and how it used to be, ones upon a time. What a concept. America is an exceptional nation and idea, we human beings have instilled in us at birth a yearning for freedom and America is the only place on earth where we can realize this built in yearning. Don't let anybody destroy it!

I actually believe the President deserves credit where credit is due. I'm sorry, but my belief is that this kind of activity was conceived and put in place when the president hit the ground running.
The first leg of this far reaching agenda was put in place by passing the emergency Stimulus Bill partially written by the Apollo Alliance not our congress. In the Stimulus Bill organizations like the NEA were given money which was never intended to stimulate the economy but put in place to fund the presidential projects just like this. We the people, were not watching the ball. The
President now has the money to keep doing nefarious activities like this.
